After entering the new century, new troubles and problems arise on the agricultural universities conducting grass roots-oriented education program like channel-blockage of running schools, difficulty of talents-absorbing, obscure understanding and deficiency of working in the countryside, deviation of directions of running grass roots-oriented schools, difficulty of adherence to the university-running spirit etc. The belief that running grass roots-oriented schools is the sacred mission for agricultural universities was hold. The government should pay more attention to the agriculture and agricultural technology, reconstruct the extension system of agricultural technology. And meanwhile universities should run grass roots-oriented schools enrolling students from the countryside and from the peasants, thus make the way for talents to the countryside free of obstructions.%进入新世纪以来,高等农业院校出现了面向基层办学渠道不畅,基层难于吸纳人才；面向基层就业认识模糊,学生下基层动力不足；面向基层办学方向偏移,学校坚守困难等新情况和新问题.研究认为面向基层办学是高等农业院校的神圣使命,政府要重视农业及农业科技,重组基层农业技术推广体系,学校坚持面向基层办学,面向基层农村、面向农民招生,打通人才通向基层的路子.
