In this article, the author expounds the basic content and important action of ＜the Mandatory Clause about Constructions Standards＞, which was published latest by the Ministry of Construction. This clause changes the old idea that control the construction qualities simply through administration means, and carry out the way of paying equal attention to administration and technical regulations, which can stress emphases and strengthen operability. Meanwhile, it can also make the foundations of establishing standard management system combined by technical regulations and technical criteria, and fundamentally settling the problems of constructional quality and safety under the conditions of market economy.%文章论述了建设部最新发布的《工程建设标准性条文》的基本内容和重大作用，它改变了过去单纯依靠行政手段管理工程质量的办法，实行行政管里和技术规定并重的手段，突出重点，增加了可操作性，为建立技术法规和技术标准相结合的标准管理体制、从根本解决市场经济条件下，建设工程的质量安全问题奠定了基础。
