This article combines four main contradiction of reconstruction plan formulation of Wenchuan, points out six basic rules for the reconstruction plan, summarize such organizational strategy as advance planning to earn time during plan formulation, make plan formulation guidance to "plan the plan formulation", use plan formulation in each level for reference mutually, "combining vertically and uniting transversely" coordinate with technique and improve the implementation of reconstruction through building dynamics regulating systems, and at last show the good result brought by the scientific plan formulation organization and the pointed plan and implementation to offer support of case study on the methods of organization and technique.%该文结合汶川灾后恢复重建规划编制中面临的四组主要矛盾,提出重建规划遵循的六项基本原则;总结了重建规划编制中通过提前谋划争取时间、制定规划编制指引"为重建规划做规划"、各层次规划同步编制互为依据等编制组织策略;以及"合纵连横"进行技术协调、通过建立动态调校机制提高重建规划实现度等实施操作措施;最后全景展示出科学的规划编制组织和针对性的规划实施策略所带来的良好实施效果,以期在组织手段和技术方法上为同类规划的编制、实施提供实证案例.
