调查研究是历史文化街区保护工作开展的首要步骤.调查研究的成果既是确定被调查区域是否符合条件被授予历史文化街区称号的依据,也是称号授予后保护措施制定及措施实施若干时间后检验保护方向和力度的依据.当前浙江省历史文化街区保护中的调查研究工作,缺少制度化管理.调查研究的程序开展、内容设定、方法使用等等都处于不规范状态.致使调查研究成果的科学性无法达成、对历史文化街区价值的全面认识和深入发掘无法保证、保护措施的正确制定无法实现.若能将调查研究工作纳入浙江省现有的历史文化街区保护制度中,形成大家共同遵守的关于调查研究的办事规程或行动准则,这对于历史文化街区保护制度的完善、保护成效的提高都有百利而无一弊.%The investigation is the first step of the historical district preservation work. The result of investigation is the basis of making sure whether the investigated district matches to be declared as "the historical district" or not. Further more, it is the basis for drawing up the protective measures after the declaration. In the end, it is also the basis of the examination for the direction and the strength of the protection after the protective measures carried out for a certain period of time. Currently, the investigation for the protection of historical district in Zhejiang lacks of an institutionalized management. The procedure carrying out, content setting and method using of the investigation is on on irregular condition. This condition causes that the scientific result of the investigation cannot be reached, the value of the historical district cannot be fully recognized and thoroughly excavated, and the protective measures cannot be correctly drawn up. If we bring investigation work into lining with the present historical district preservation system in Zhejiang, and form the work regulations and the action rules on the investigation which will be routinely followed by people concerned, it will have advantage and no drawback for improving the historical district preservation system and enhancing the effectiveness and efficacy of the preservation.
