大城市中心城区交通拥堵收费可行性研究——以郑州市为例

             

摘要

Traffic congestion charge policy officially has been adopted in Singapore Since the 1970s, and now more than 10 cities in the world have been implemented, and domestic researches mainly focus on policy feasibility. This paper adopts the Contrast Analysis Method, sums up the foreign success and failure case of experience, and concludes the four essential conditions of implementing traffic congestion charge policy including the project scientific rationality, public transport system advancement,public recognition acceptance and fair charge policy transparency. Combining with the present situation of Zhengzhou city traffic,this paper summarizes qualitatively feasibility conditions: the potential ability to purchase car makes the congestion problem severe; road capacity is relatively weak and has tended to be saturated; traffic congestion brings about too many negative issues; foreign experience and technology can be used for reference. Infeasibility conditions: the road traffic flow of Zhengzhou City is complicated; the public transportation system within Zhengzhou is not developed enough; the residents' approval and acceptation is not high; the variety of related supporting measures is not perfect;costs of technology introduction, equipment introduction and maintenance is expensive, problems that are difficult to solve stiu exist in Zhengzhou, so we can't put forward the traffic congestion charge policy into practice in order to pursue the convergence with the international market at present.%在交通拥堵收费政策的概念和理论基础上,以国外案例为基础,采用对比分析方法,得出了实施交通拥堵收费政策的4项基本条件:方案科学合理性、公交系统先进性、公众认可接受程度和收费政策公平透明度.结合郑州市交通的现状,定性总结了郑州市实行交通拥堵收费政策的可行性条件:①潜在的购车能力,造成拥堵问题的严峻性;②道路供给能力较弱,已趋于饱和状态;③交通拥堵所造成的负面问题过多;④国外经验、技术可借鉴性.不可行条件:①郑州市道路交通流的复杂性;②市域内公交系统还不够发达;③居民认可度和接受程度不高;④多种相关配套措施还不完善;⑤技术设备引进及维护费用昂贵.研究认为:郑州自身还存在着难以解决的问题,不能为了追求与国际市场接轨而现阶段盲目实行交通拥堵收费政策.
