黑龙江省河湖水系连通战略构想

摘要

Aiming at the current situation of the serious problem of water resources in Some areas in China, the Communist Party Central Committee and the State Council definitely put forward an idea to connect rivers with lakes as an important measure for promoting the water resources allocation project construction, to realize optimal allocation of water quantity, increase the reliability of water supply, promote the guarantee capability of flood control and to improve ecological environment. According to the characteristics of time and spatial distribution of water resources in Hei]ongajiang Province, allocation of water and soil resources and the developing outline of economic society, in view of the functional position, resources patient and development requirement of different river basins and importmt areas, the author of the paper proposes a strategic vision of connecting rivers with lakes at the following three levels of the whole province, partial area and water ecology construction of Heilongjiang province to ensure the safety of water supply, grain, economy and ecology around the whole Heilongjiang province.%针对当前国内部分地区水资源问题严重的形势,党中央国务院明确提出＂要把河湖连通作为加强水资源配置工程建设的一项举措,实现水量优化配置,提高供水的可靠性,增强防洪保安能力,改善生态环境＂。文章依据黑龙江省水资源时空分布、水土资源匹配特点和经济社会发展布局,从确保全省供水安全、粮食安全、经济安全、生态安全的角度出发,针对不同流域及重点地区的功能定位、资源禀赋和发展需求,提出了全省、区域和水生态建设层面的河湖水系连通战略构想。
