医疗机构面向突发事件的抗逆力指标研究

         

摘要

目的 构建一套适用于医疗机构的抗逆力评价的指标体系,以期综合评价医疗机构面向突发事件时的抗逆力水平.方法 通过国内外文献资料和相关的评价体系,初步确定一套医疗机构的抗逆力指标,涉及一级指标3个,二级指标6个,三级指标29个.运用德尔菲法进行两轮专家(第一轮24名,第二轮21名)咨询,对专家问卷结果进行"权威系数""、协调系数""、均数""、变异系数"等统计,分析和判断给出指标的合理性和重要性.结果 两轮专家在该领域资历高,具有很高的权威性,其权威系数都在0.7以上.专家对于指标评价的协调程度高,咨询结果可信度高,且两轮专家对一级指标的协调系数都高于二级和三级指标.通过指标筛选最终形成了3个一级指标,6个二级指标,24个三级指标的综合评价体系.结论 医疗机构的抗逆力评价的指标体系能提高医疗机构的应急管理水平,使其在面向突发事件时,发挥更大的作用,最大限度地降低突发事件所造成的危害和损失.%Objective To construct a index system for evaluating the resilience ability in medical institutions, to comprehensively evaluate the level of resistance of medical institutions when facing an emergency. Methods A set of preliminary resistance indexes for evaluating the resistance ability of medical institutions were formulated based on litera-tures and related evaluation system, involving 3 level 1 indicators, 6 level 2 indicators, 29 level 3 indicators. Using the Del-phi method for two rounds of expert consultation (24 experts in the first round and 21 in the second round), the"authority coefficient","coordination coefficient","mean","coefficient of variation"of the questionnaire results, and the rationality and importance of the indicators were analyzed. Results Two rounds of experts were found to have high qualifications, with high authority (authority coefficient>0.7). The coordination degree of index evaluation and the credibility of consulta-tion results were high. The coordination coefficient of level 1 indicators was higher than that of level 2 indicators and level 3 indicators. A comprehensive system for evaluating the resistance ability of medical institutions were eventually formulat-ed, involving 3 level 1 indicators, 6 level 2 indicators, and 24 level 3 indicators. Conclusion The index system for evalu-ating the resilience ability of medical institutions can improve the emergency management level of the medical institu-tions, helping the medical institutions to play a greater role in the event of emergencies and minimize the harm and loss caused by the emergencies.
