黔东南生态文明建设试验区的建立和研讨是当地决策者和广大公众意识到时代的进步和呼吁的具体行动。应该说，它是2010年国际生物多样性年和世界旅游主题确定为旅游与生物多样性时刻一项具有划时代意义的事件。这意味着必需从生物多样性，文化多样性和景观多样性的保护、持续利用和利益公平分享方面入手，制定自己的生态发展规划和具体行动计划，才可能达到预期的目标。为此，应从下列各个方面考虑布置试验区的工作。1．建立各级统一的领导协调机构，制定相应的规章制度和生态发展规划，发动利益攸关者和广大公众的参与，争取各方面的支持和帮助；2．建立和完善保护区管理体系（包括其它保护实体），发挥其在生态文明建设的核心作用；3．大力发展生态农业，建立有机农业生产基地；4．重视生态小城镇的建设；5．创建民族文化村；6．建立和完善生态旅游建设体系；7．加强生态教育、牢固树立生态文明观；8．加强国内外的合作和交流。%Establishment and deliberation of the experimental area for ecological civilization in Southeast Guizhou was a concrete action of local policy makers and local people who became aware of progress and appeal at that time. It should be said that the action must be regarded as an epoch-making event in 2010 International Biodiversity Year and in the World Tourism Theme of Tourism and Biodiversity. It meant that, in order to achieve desired goals, eco- logical development plan and concrete action plans should be worked out for conservation, sustainable use and fair benefit share of biodiversity, cultural diversity and landscape diversity. In a word, accomplishing the coexistence of nature and modernization is people~ orientation in the world today. Therefore, it should arrange work of experimen- tal area from following different aspects： 1. Establishing unified leading and coordinated organizations at different levels, formulating corresponding rules, regulations and ecological development plan, arousing interest of people and beneficiaries to participate, getting support and help from different departments; 2. Establishing and improving management system for the protected area （including other different protected entities）, making play of their key role in the construction of ecological civilization; 3. Energetically developing eco-agriculture, setting up bases for organic agriculture; 4. Paying attention to building small ecological towns; 5. Creating ethnic cultural villages; 6. Establishing and improving system of eco-tourism; 7. Strengthening ecological education, firmly acquiring ecological civilization outlook; and 8. Strengthening cooperation and exchange from home and abroad.
