重庆万州区土地利用总体规划实施情况的中期评价

摘要

In order to track the process of land use planning implementation and provide a theoretical support of planning revision,the authors select 23 indicators to construct the evaluation index system from the index of implementation,the land-use structure and the layout,the economical and intensive degree of land and planning comprehensive implementation efficiency.And use the analytic hierarchy process (AHP) and entropy value method to determine evaluation index weights, and use the fuzzy comprehensive evaluation model to do the medium-term evaluation of implementing of the overall plan for land utilization during 2006—2012 in Wanzhou of Chongqing.Results:It is optimal to implement the overall plan for land utilization in Wanzhou District.The executive condition of both the indicators and the structural layout of land-use largely conforms to the anticipated target,the degree of land saving and the intensive use of land have been improved,and the comprehensive benefits of land utilization have enhanced.However,there is a need to work harder to improve land utilization efficiency,the per unit area yield of grain,per capita public green areas and so on.%为追踪土地利用规划实施进程、修编规划提供理论支撑，从指标执行情况、用地结构与布局情况、用地节约集约程度和规划综合实施效益等4个方面选取23个指标构建评价指标体系，采用层次分析法和熵值法综合确定评价指标权重，利用模糊综合评价模型，对2006—2012年重庆万州区土地利用总体规划实施情况进行中期评价。结果表明：万州区土地利用规划实施中期评价结果为优，主要指标与用地结构布局的执行情况基本符合预期目标，用地节约集约程度得到改善，土地利用的综合效益有所提高，但在土地利用效率、粮食单产、人均公共绿地面积等方面还有待提升。
