信访工作现阶段面临的难题是有效性不高，大信访是破解信访难题的有效途径。河南省义马市在改革信访工作中“跳出信访看信访”，通过理念创新、体制创新、机制创新构建了一套信访新模式。通过考察义马信访模式。在构建大信访中应重点关注行政与司法、救济渠道多元化、信访体制机制与工作人员作风三个方面。政府还应重视公共服务职能，在抓民生、机构改革两方面着力，为大信访的构建创造条件。%At the present stage, the problem confronted in the public complaint is the low efficiency which can be effectively solved through comprehensive public complaint pattern. Yima City in Henan Province has carried out a successful reform by jumping out of the traditional public complaint pattern. A whole set of new pattern of public complaint has been formed through concept innovation, system innovation and mechanism innovation. Through the investigation of Yima public complaint pattern, we learn that great attention should be paid in three aspects including administration and judicial system, diversification of relief channels and work style of workers. Besides, the government should also stress the public service function and make effort to improve people＇s well- being and organizational reform, which will create favorable conditions for the establishment of the comprehensive public complaint pattern.
