中国卫生应急体系建设的现状与分析

摘要

Health emergency management in China is divided into two stages. The first phase was the early days the establishment of nationalto 2002, andthe second stage is from the outbreak of the SARS epidemic in 2003, The core content with the plans, system of organization, mechanism, legal system on the emergency response system has gradually built, andconstantly improving in thepractice, but the primary health emergency management in the grass rootsneeds to be strengthened.%　　中国卫生应急管理分两个阶段，第一阶段建国初期到2002年，第二阶段是从2003年 SARS 疫情爆发至今，逐步构建了以“一案三制”的核心内容的应急体系，并在实战中不断完善。但基层卫生应急管理有待加强。
