基于基尼系数和泰尔指数的新医改后江苏省卫生资源配置公平性研究

摘要

Objective To analyze the status of equity of health resources allocation in Jiangsu Province after New Health Care Reform from 2010 to 2013 so as to provide the advices for the optimization of health resources allocation.Methods The related statistics of Health Statistical Compilation of Jiangsu Province,Health Annuals of Jiangsu Province and Statistical Annuals of Jiangsu Province from 2010 to 2013 were collected.Gini coefficient combined with Theil index was used to analyze the equity of health resources allocation in Jiangsu Province.Results In Jiangsu Province,the Gini coefficients of other indices were less than 0.2 by population class except the financial aid from health institutions in 2010 was 0.2012.The Gini coefficients of all indices were less than 0.3 by region class.The total Theil indices of all indices in Jiangsu Province were less than 0.1.Except for the sums of hospital beds in 2010 and 2013,the Theil index between regions was greater than the index with regions.Conclusion The allocation of health resources in Jiangsu Province is equal.And the equity of population is better than the regional equity.Regional differences may be the main cause of the overall difference.%目的 分析新医改实施后2010~2013年江苏省卫生资源配置公平性现状,为卫生资源配置优化提供建议.方法 提取2010~2013年枟江苏卫生年鉴枠、枟江苏统计年鉴枠的相关数据,采用基尼系数( Gini系数)和泰尔指数( Theil指数)相结合的方法分析江苏省卫生资源配置公平性. 结果 江苏省按人口分布Gini系数,除2010年卫生机构财政补助指标为0.2012外,其他指标均在0.2以下,按地理分布Gini系数各指标均在0.3 以下;江苏省各指标总Theil指数在0.1以下,并且除2010年及2013年床位数指标外,地区间Theil指数大于地区内. 结论 江苏省卫生资源配置较公平,且人口公平性比地理公平性好,地区间差异可能是引起总体差异的主要原因.
