油田企业HSE管理体系建设存在的问题与对策

摘要

HSE管理体系是指在管理活动中,建立以人为本,满足人在健康、安全和环境保护方面需求的体系,它是国际石油行业的通用认证体系。实行HSE管理体系是石油化工行业安全、稳定生产的保障,对企业持续快速发展也起着极为关键的作用。近年来,我国石油化工公司在HSE管理方面都不断加大投入,并已取得一定成效,然而,在建立和推进过程中,也出现了一些认识上的误区。文章分析了我国石油化工行业HSE管理体系中存在的问题,并提出了相应的改进对策。%The HSE system,the establishment of people-oriented management activities to meet the needs of people in the health,safety and environmental protection system,it is a common certification system for the international oil corporation.The implementation of HSE management system is the protection of the petrochemical industry,security,stability,production,and also plays a crucial role in the rapid development of business continuity.In recent years,Petroleum and Chemical Corporation in HSE management continue to increase investment,and has achieved some success,however,to establish and promote the process,there have some understanding of the misunderstanding.The paper analyzed the problems existing in the HSE management system in China's petrochemical industry,and made a corresponding improvement measures.
