公共政策是现代政府进行决策分析的重要依据。公共政策导向下政府与农民利益博弈的现实性，提出拆迁中存在着利益不均衡、农民安置问题和精神家园重建问题，指出应该从合法性与公正性统一、安置农民、思想动员等方法进行解决。%Public policy is a modern government decision--making basis.
