Interuniversity Microelectronic Center (IMEC) has become Europe’s largest, the world’s leading industrial generic technology research and development (R&D) organization from a Belgium local microelectronics research center within 30 years, exploring out a unique sustainable development path. Based on systemic investigation of IMEC development course, this paper focuses on the study of IMEC research direction, organization structure, research model, revenue and expenditure, personnel composition, achievements transformation, as well as regional contribution, and analyzes the main successful experience of IMEC, such as insistence on researching industrial generic technology, constructing a stable and open R&D platform, getting long-term and continuous financial support from government, conducting extensive international cooperation, applying the beneift-sharing business model, adhering to the principle of neutrality, etc. IMEC’s success has an important signiifcance to the development of the microelectronics industry of China. At last, from the perspective of industry strategic design, the paper puts forward some suggestions for Chinese microelectronics industry.%比利时微电子研究中心(IMEC)用 30 年时间,从一个地方性微电子研究中心发展成为欧洲最大、世界领先的产业共性技术研发组织,探索走出了一条独特的可持续发展道路。在系统梳理IMEC 发展历程的基础上,重点研究了 IMEC 研究方向、组织结构、研究模式、经费收支、人员构成、成果转化和地区作用,分析了 IMEC 发展成功的主要经验,包括:选择产业共性技术研究方向,构建稳定开放式研发平台,获得政府长期持续资助,开展广泛国际合作,采用利益共享的商业模式及坚持中立性原则等。借鉴 IMEC 的成功经验,我国半导体产业需要像 IMEC 这种组织来聚合产业力量,增强产业活力;应采取 IMEC 典型的经济实惠模式;应构建类似于 IMEC 的开放式产业共性技术研发平台,以实现符合产业与市场规律的可持续发展的效果。
