基于2,3维混合的多层次地籍变更模式研究

         

摘要

随着城市多元、立体化的深入发展,土地空间权利从平面向立体的转变,土地和建筑物的变更越来越频繁。因此,以土地地表权属为核心、以地块为基础的传统2维地籍已不能满足实际应用需求,3维地籍的建立是地籍发展的必然趋势。然而,就现有的法律和技术而言,实现全3维地籍存在一定的难度,实现3维地籍变更是有困难。基于此,本文讨论了如何在2维地籍的基础上划分得到3维地籍的基本单元,并根据地籍变更的方法和分类,提出了六类地籍变更事件以及事件关联关系,在此基础上提出基于基于2,3维混合的多层次地籍变更模式。最后,以实例验证,本文的方法能有效地结合2,3维地籍系统,实现2维地籍到3维地籍平滑、无损的过渡,具有较好的实用性。%Currently, with the diversity and three - dimensional depth development of the city, changes in land and buildings become more and more frequent. People'S understanding of the land has gradually changed from two - dimensional to three - dimensional. On the other hand, with the using of the land changes from flat to three - dimension, land- space rights are gradually established and developed into three - dimensional rights system including underground, surface and ground content. Therefore, the traditional two - di- mensional cadastre with the land surface ownership as the core and the land block as the basis can not meet the needs of practical ap- plication. It is a trend to establish three - dimensional cadastre. However, it is difficult to build full three - dimensional cadastre under current law and technology. Accordingly, this paper first describes the need to establish three - dimensional cadastre and its development status. Secondly, the paper discusses how to obtain three - dimensional cadastral basic unit based on the two - dimensional cadastre, and the six categories of common cadastral change event and correlative relationship are discussed according to cadastre alternation method and class. And then, based on hierarchical property, two- dimensional and three -dimensional composite cadastre alternation is proposed. Finally, through experiment, the result shows that the hierarchical alternation can be effectively combined with two - dimensional and three - dimensional cadastral system to realize the smooth and non - destructive transition from two - dimensional to three - dimensional cadastre with good usability.
