我国科技投资回报转换当量探析

摘要

Via a small sample consisting of 6 top Chinese universities, we introduce 300, 000 RMB being equivalent to an international article or an invented patent and 100, 000 RMB equivalent to a national paper. Verified by the national SciTech invest and output, we conclude that the trans-equivalence of ROI is an international article or an invented patent matching to 0. 3 million Yuan and a national paper to 0. 1 million Yuan, in China.%通过6所985高校的小样本数据推测出每30万元投入产出1篇国际论文或1件发明专利、每10万元投入产出1篇国内论文,从而获得1篇国际论文或1件发明专利相当于0.3百万元、1篇国内论文相当于0.1百万元的科技投资回报转换当量.全国科技产出按该当量折算后基本对合国家财政科技拨款,因而可供国内估算参考.
