科技外交新趋势及对科技创新发展的促进作用

摘要

在新的全球形势下,科技外交已逐步走向外交舞台前沿,成为推动国家对外活动和促进国家科技创新发展的一股重要力量.本文系统梳理了美、欧、日等主要发达国家科技外交特点和发展趋势;重点归纳分析了科技外交在营造国际环境、整合创新资源、推动高新技术和产能输出、深化国际前沿科学研究、助力企业国际化发展5个方面的重要作用;结合当前国家创新驱动发展战略的深入实施,对科技外交应如何发挥其应有作用提出建议.%Under the new global situation,science diplomacy is on the forefront stage of diplomacy,acting as an important force of promoting both diplomacy and S&T innovation of China.This paper presents the characteristics and trends of science diplomacy of main developed countries such as the United States,EU and Japan.It analyzes and summarizes 5 aspects of science diplomacy benefits for China.Finally,it proposes advices on how to play a more effective role in combination with the implement of Strategy of Innovation-driven Development.
