Noise pollution, water pollution, air pollution and waste pollution are regarded as four major environmental prob-lems in the world. Noise pollution mainly includes traffic noise, industrial noise, building noise, social noise and so on. Noise pollution is harmful to people, animals, instruments. According to the standard of sound environmental quality, based on the sys-tematic analysis of the temporal and spatial variation of Harbin regional acoustic environmental quality from 2010 to 2018, the var-iation law of regional acoustic environment quality in Harbin is found out. The results showed that during 2011 to 2018 the noise quality of Harbin urban area was level-three ( general level) while the overall change is on the rise. The article analyzes the main reasons for its changes and puts forward rationalized measures and suggestions.%噪声污染与水污染、大气污染、废物污染被看成是世界范围内四个主要环境问题.主要包括交通噪声、工业噪声、建筑噪声、社会噪声等.噪声污染对人、动物、仪器仪表均构成危害.根据声环境质量标准,通过对2010年-2018年哈尔滨市区域声环境质量的时空变化进行系统分析,找出哈尔滨市区域声环境质量变化规律,结果表明:2011年-2018年期间哈尔滨市区声环境质量为三级(一般),总体变化呈上升趋势.文章分析了其产生变化的主要原因,并提出了合理化的措施建议.
