Because of the environmental impact assessment ( EIA) decoupling policy, EIA projects used to be undertaken by the official intermediary agencies were accessed to the markets recently. Since many EIA enterprises cut the price to seize the market share, the bad money drove good money out of circulation, which was detrimental to the development of this industry. In this paper, by use of the data collected by literature review and official counseling, the game model and demand functions were built up based on the EIA enterprises' interest under different selection of game strategy, with the enterprises' establishment of supervisory system being the variables. The model and functions were resolved for the EIA market of Hunan Province, to illustrate the selections of enterprises' game strategies and development orientation of the EIA market. The results showed that after the EIA decoupling policy, the enterprises would tend to establish and then mature the supervisory system for improvement of the EIA documents. Meanwhile, for the EIA market of Hunan Province, game equilibrium would be formed around 2020 after a full market competition.%环评脱钩改制后,原先由"红顶中介"包揽的项目进入市场,大量环评企业以低价为手段抢占市场份额,产生了劣币驱逐良币现象,不利于行业发展.文章通过查阅文献、官方咨询等形式获取数据,以企业是否建立监管机制为变量,依据环评企业不同博弈策略选择下的效益构建博弈模型与需求函数,并结合湖南省环评市场现状对博弈模型、市场需求函数进行解析,以此揭示环评脱钩后湖南省环评企业的博弈策略选择及环评市场的发展趋势.结果显示:环评脱钩后,各企业将趋向于选择构建并完善监管机制以提高环评文件质量;湖南省环评市场经过充分市场竞争后将于2020年左右达到博弈均衡状况.
