政府购买商业医疗保险服务的相关问题研究

Government＇ s purchasing service emerges under the background of our government transformation in new period of time, and studying the government＇ s purchasing of commercial medical insurance service is of important theoretical and practical sig- nificance. From perspective of the government changing public service supply pattern, it is imperative to in detail analyze the necessity and feasibility of insurance industry that takes part in building multi - level social security system combining its own professional advantages, the paper believes that the obstacle that the government might face while it purchases commercial medical insurance service mainly includes the inadequate preparation of theory, insufficient system supply, and imperfect su- pervision mechanism. Thus, it necessary to create a sound external environment for the government＇ s purchasing commercial medical insurance service, strengthen the construction of commercial insurance institution specialization, enhance admission and exit management, and standardize market order to complete government＇s purchasing commercial medical insurance.%政府购买服务是在新时期我国政府转型的大背景之下提出的,研究政府购买商业医疗保险服务具有重要的理论和现实意义。从政府转变公共服务提供方式的角度考虑,详细分析保险业结合自身专业优势参与建设多层次社会保障体系的必要性、可行性,是十分必要的。政府购买商业医疗保险服务可能面临的障碍主要有理论准备不足、制度供给不足、监管机制不完善等,基于此,应创造政府购买商业医疗保险服务的良好外部环境、强化商业健康保险机构自身专业化建设、加强准入和退出管理、规范市场秩序等完善政府购买商业医疗保险的相关政策。
