就电子对抗的概念进行分析和解读，从概念内涵出发扩展了对传统电子对抗的理解，将电子对抗分为军用电子对抗和民用电子对抗两大类；在此基础上，重点从民用电子对抗的典型实例入手，对其概念、应用及特征进行了具体阐述；最后结合典型民用电子对抗设备“双方”的发展及演进过程，进行了探讨性归纳。%The fontal concept of Electronic Countermeasure ( ECM) is analyzed, and the under-standing is extended compared with the traditional ECM from the aspect of concept meaning. ECM is divided into two types, namely, military ECM and unmilitary ECM. Based on this divi-sion, the concept is explained further and detaily, and also the applications and features of un-military ECM from typical examples. Finally, discussion and conclusion are made combining both-side typical development processof unmilitary ECM system.
