Counter-Recruitment: The Grassroots Struggle to Demilitarize U.S. Schools. A Review of Counter-Recruitment and the Campaign to Demilitarize Public Schools

The United States is a highly militarized nation. According to the National Priority Project, in 2015, 54% of the discretionary U.S. federal budget ($598 billion) was spent on the military, which is about the size of the next seven largest national military budgets combined (China, Russia, Saudi Arabia, France, Japan, United Kingdom, India; National Priority Project, n.d.). The United States has approximately 800 foreign military bases in more than 70 countries. By contrast, Russia, France, and China have 30 com-bined (Vine, 2015). The primary goal of U.S. military and foreign policy is to maintain and expand U.S. hegemony over the global political economy (Chomsky, 2003; Gerson, 2007). To that end, the United States has a long history of engaging in wars, proxy wars, and covert actions around the world (Blum, 2000; Chomsky, 1993). One "partial list" of U.S. military interventions between 1890 and 2014 tallied 127 (Grossman, 2014).
