中国火电环保产业需要大量资金投入,以削减燃煤发电带来的污染物排放.借鉴已发展成熟国家和地区的经验教训,发展火电环保产业投资基金,扩展新的融资方式,有助于尽快实现我国火电环保产业健康发展的目标.在政府的扶持和监管下,充分发挥市场机制的作用,以基金的方式吸引国际组织、国内外企业、个人等主体投资火电环保产业,从国家单一投资转变到社会多元投资,从政府计划投资转变到市场化运作,以提高火电环保资金的规模和使用效率.%In order to reduce the pollutants caused by coal-fired power generation, China needs large amounts of investment. From the experience of developed countries, Environmental Protection Fund of Thermal Power Industry (EPFTPI) is an effective mode of financing. China should give full play to the role of market mechanisms in order to attract international organizations, domestic and foreign enterprises and individuals to invest in this field. Moreover, it is necessary to shift from the practice of sole government investor to that of multiple investors and from the state planning fund management to market operation fund management, therefore improving the scale and efficiency of EPFTPI.
