从爆炸发生的条件入手，分析了中石化东黄输油管道泄漏引发爆炸事故可能的隐患因素，其中，指出了可能影响设施和装备正常功能的严酷工作条件，论述了爆炸预防和防护的技术措施和组织措施，提出了建立稳定的、具有针对性的基层防爆专家队伍、工程领域对防爆技术的早期重视以及全民普及防爆安全基础教育等建议。%It analyse the factors that may cause the leakage accident of sinopec dongying -huangd-ao oil pipeline from the baisc essential elements of explosion.It also points out the extreme service con-ditions that may affect the performance of the equipments , indicates the technical measurements and org-nization measurements in explosion prevention and protection.It suggests that a stable, professional team that consists of basic level of experts shall be founded;Engineering field shall emphasize Ex technique in early stage and explosion prevention and protection education shall be popularized .
