印度电力工业发展：成效、问题与启示

摘要

印度电力工业是最早进行市场化改革的领域之一，总体来看，两阶段的改革主要是围绕着电力产业的纵向拆分进行的，主要目标是引入竞争，实现电力工业的经济效益和社会效益的统一。改革虽然取得了显著的成效，但也伴随了一系列问题，如调度不统一、电价过低、设施建设滞后等。基于印度电力工业改革实践问题，得出一些启示。%Indian power industry is one of the earliest areas of market-oriented reforms.Overall,a two-stage reform mainly around the longitudinal split power industry conducted,while the main objective is to introduce competition in the power industry to achieve economic and social benefits unity.However,the reform has not only yielded significant results,but also accompanied by a series of problems,such as scheduling is not uniform,the price is too low,facilities lag.Finally,based on the Indian power industry reform practical issues,draw some inspiration for this article.
