创新公民参与预算监督机制研究--以温岭市箬横代表工作站为视角

摘要

公民参与预算监督是保障公民权利的一个重要途径。而当前公民参与的秩序不佳，效果不足亟需创新公民参与预算监督机制。试图通过剖析温岭以代表工作站为依托的公民参与机制剖析，将成熟的事前监督机制引入温岭预算监督的全过程，以期创新公民参与预算监督机制，提升公民参与监督秩序与效能。%The supervision of the civil participation in the budget is an important way to protect the citizen's rights. And the current order of the citizens to participate in the poor,the effect of the lack of innovative citizens to participate in the budget oversight mechanism. Try to through the analysis of Wenling to represent workstation for relying on the citizens participation mechanism analysis,the maturity of the ex ante supervision mechanism introduced Wenling budget supervision of the entire process,in order to innovative citizens to participate in the budget supervision mechanism,improve the participation of citizens in order and effectiveness of supervision.
