日本公共养老金未纳问题研究及对中国的启示

摘要

随着老龄化社会日益严重，日本公共养老金体系已经出现十分严重的问题，国民对日本公共养老金制度的不信任情绪逐渐滋生，从而导致公共养老金的未纳率持续上升。目前，政府把恢复公共养老金未纳率、重振国民对公共养老金制度的信任作为公共养老金制度改革的重要任务。而老龄化进程不断加快的中国，现行养老保险制度存在着个人账户空账、养老金运作收益低、管理体制混乱等问题。文章通过对日本公共养老金未纳问题的研究，为我国养老保险制度的完善提供借鉴与指导。%With the aging society increasingly serious,Japan’s public pension system is facing extremely serious problem, national distrust for Japan’s public pension system is gradually breeding,which lead to the not-pay rate of public pensions is continues to rise.Currently,the Japanese government will decrease the not-pay rate of public pensions and restore the confi⁃dence of the nation’s pension system as the primary task of the pension system reform.While accelerating the aging of China, the existing old-age insurance system marked by empty personal account,pension operation of low-income,and chaotic man⁃agement system.Through researching on the problem of not-pay public pension in Japan,this article provides reference and guidance for the improvement of the pension insurance system in China.
