The future of China's pension scheme the unique structure of the pension scheme in china's energy public sector

Currently in China's energy public sector, the pension scheme is divided into three main parts: pension scheme of enterprises, pension scheme of state organs and public institutions, pension scheme of residents in urban and rural areas. Among them, pension scheme of state organs and public institutions is quite different from the other two schemes-it not only has much higher salary replacement rate and higher level of pensions, but also do not need to pay any fees. So it is widely disputed that the pension scheme is not fair to the other employees who work in the private sector. This paper tries to find out how the unique pension scheme arranges because only by figuring out this issue, can we go on discussing the pension reform.
