公共服务外包是政府治理改革的重点推行方式，而对于优秀服务商的选择是公共服务外包的核心。文章从公共服务外包服务商的评价视角出发，首先运用文献分析法和专家咨询，构建了服务商的评价指标体系，确立了6个一级指标，23个二级指标；其次通过德尔菲法确定各个指标的权重；然后结合AHP和DEA评价指标模型得出DEAHP服务商的综合评价模型；最后对DEAHP模型进行了实例应用和分析。研究表明该评价模型对政府选择外包服务商有实践指导意义。%Public service outsourcing is the preferred implementing approach of government governance reforms, and the choice of excel⁃lent service providers is the core of public service outsourcing. From the perspective of evaluation on service providers of public service outsourcing, the paper first constructs an evaluation index system of service providers by using the literature analysis method and expert consultation. The index system is composed of 6 first-grade indexes and 23 second-grade indexes, the weights of which are determined by Delphi survey method. Then, the comprehensive evaluation model of DEAHP service providers is obtained by combining AHP and DEA evaluation index models. Finally, the application of DEAHP model is analyzed. The research shows that the evaluation model has a practi⁃cal significance for government to choose outsourcing service providers.
