北京昌平社区医疗机构实施收支两条线管理及药品零差率政策的实践与思考

摘要

Objective: This project aims to examine the effect of two line management of the implementation of income and expensesand zero drug error rate to national essential drugs in clinical application of Beijing Changping community medical institutions. Our research provides evidence for the government to understand and carry out the community medical national essential drugs system and the implementation of the income and expenses two-line management.Methods:Data of sales in Changpingcommunity medical institutions which had implement the zero drug rates, and data of the two-line management of the implementation of income and expenses were analyzed.Results: Changping community medical institutions can implement the basic drug system and the income and expenses two-line management.Conclusion:Further standardizationof the drug sales to zero error ratesis still needed.%目的：本项目旨在考察北京昌平社区医疗机构通过实施收支两条线管理及药品零差率对国家基本药物在临床应用产生影响。为国家卫生行政部门了解和掌握社区医疗机构贯彻落实国家基本药物制度及实施收支两条线管理提供实证研究基础。方法：对2011-2014年国家和北京基本药物目录中药品零差率在昌平社区医疗机构采购销售数据，及实施收支两条线管理中药品零差率等有关数据进行统计分析。结果：昌平社区医疗机构能够认真贯彻落实基本药物制度及实施收支两条线管理，管理较为规范，效果明显。结论：昌平社区的药品零差率销售仍需进一步规范。
