重度残疾儿童非正规义务教育探讨

     

摘要

According to the Second National Sampling Survey on Disability in China, only 63.19%of disabled school-aged children attend schools. The bottle-neck in providing compulsory education for disabled children is education for the severely disabled children. The current conditions in formal educational institutions, including ordinary education schools and special education schools, in terms of educational resources, teaching and learning environment, are unable to cope with the needs of severely disabled children. And it is unlikely that the situation can improve dramatically in the near future. As most of the severely disabled children have difficulties in taking care of their daily lives, there exist difficulties in their enrollment in formal educational institutions. As education is the key to change their outlook and improving their living standard, it is necessary to protect the rights of education for severely disabled children. Therefore, the author suggested that the education department should develop a multi-prong approach in the education for disabled children, incorporating mainstream and special education, as well as supplementing with a non-formal educational support.%  根据第二次全国残疾人抽样调查数据,学龄残疾儿童入学率远低于健全儿童入学率,其中重度残疾儿童成为残疾儿童义务教育的瓶颈。保障重度残疾儿童接受教育的基本权利,是他们提高综合素质及今后融入社会的重要基础。为此,本文提出开展对重度残疾儿童的非正规义务教育,建立以随班就读和特教班为主体、特殊教育学校为骨干、非正规教育为补充的教育体系。
