残疾人的长期护理需求是全社会需要给予高度关注的问题，针对残疾人护理的制度设计也体现着一国经济文明发展的程度。日本于2000年实施长期护理保险，并在全社会范围内开展了较为全面的残疾人康复服务。其制度在立法规范、等级设计、资金收支、服务内容和质量监督上都具有鲜明的特色。我国残疾人事业面临着残疾人数量规模巨大、经济支付能力低、服务需求庞大和供需不平衡的问题，在借鉴日本经验的基础上，结合我国国情建立社会化筹资的长期护理保险制度势在必行。%The needs for Long term care for people with disabilities is one of the issues that the whole society should give high attention to. The system design of disabled care also reflects the development of a country's civilization. Since 2000, Japan has implemented long-term care insurance, and carried out comprehensive rehabilitation service in the whole country. The system has its unique characteristics in legislation, level design, revenue and expenditure, service content and quality supervision. Japan’s experience is worth of reference for China. This analyzed the long-term care service system for the disabled in Japan, and summed up experiences and lessons, in order to bring certain enlightenment on China’s design for the disabled care service system with Chinese characteristics.
