基于eTOM的卫星通信业务基本框架研究

摘要

Based on the eTOM fundamental principle in this dissertation, the top-to-down basic modeling method is applied. For operation & service module and strategy & infrastructure module, they are grouped and detailed in the dimension of vertical and horizon respectively, but for the organization & management module is grouped and designed regardless of the dimension. With the technology of system integration, a basic framework will be created which can cover the construction of satellite communication services, operation, the management of complete business chain and total system, and this basic framework is positive for the scale-development and reifned management of China satellite service provider in theory and practice.%本文以eT O M基本原理为指导，采用自顶向下的基本建模方法，对运营与服务模块和战略与基础设施模块分别从水平和垂直两个不同维度上进行分组细化，对组织管理模块不分维度进行分组细化设计，运用系统集成思想，尝试建立了一个涵盖卫星通信业务建设、运营、管理完整业务链、全面系统的基本框架，对我国卫星运营商规模化发展和精细化管理具有一定的理论和现实意义。
