新世纪以来澳大利亚基础教育课程改革及其启示

     

摘要

基于世界课程改革的潮流,国内教育质量逐年下滑等原因,澳大利亚对其基础教育课程进行了改革。教育理念强调公平、追求卓越,确立国家课程,开发校本课程,课程设置灵活、人性化,评价制度趋于完善、体系化,统一师资标准,实施分权型、民主化的管理体制。虽然澳大利课改取得了一定成绩,但也存在一些问题:改革持续性差,师资短缺及素质不高,移民的涌入造成多元文化课程难于开设。澳大利亚新世纪基础教育课程改革对我国的启示在于:课程改革要体现教育的公平和卓越两大目标,要注重教师和校长专业发展,课程大纲要具有普适性,课程评价要关注学生学习能力,要建立人性化的HSC制度。%Confronting the world‐wide curriculum reformand nation‐wide declination of the education quality through years , Australia has taken such steps to reform the basic educational curriculum as emphasizing equality and pursuing excellence inits educational concept , establishing national curriculum , developing school‐based curriculum , setting upflexible and humanized curricula , perfecting and systematizing evaluation , unifying teacher standards , and implementing decentralized and democratic management system . Despite these achievements , there also exist some problems , lack of sustainability incurriculum reform , shortage of teaching staffand poor teacher quality , influx of immigrants making multicultural curriculum difficult to implement . The implicationsof the curriculum reform in Australia for our country are as follows :Equity and excellence should be sought as the two major goals of curriculum reform ;more attention should be paid to teacher and principal professional development ;the curriculum should be featured as fitting for broad contexts , students' learning abilityshould be attached great importance in curriculum evaluation;and humanized HSC system should be established .
