在我国当前的学习型城市建设中，社区教育具有以下功能：促进社区学习者终身发展和生活质量提高的内部功能和促进社会经济、政治、文化发展的外部派生功能，以及综合和服务两个特殊性功能。并可力求通过发挥政府主导作用，为实现社区教育功能提供有力保障；开发社区教育资源，最大限度满足不同社区居民发展需求；培育各类社区学习型组织，激发社区学习活力；打造社区教育品牌，塑造浓郁的城市学习文化等策略促进其功能的实现。%During the current construction of a learning city in China , community education en-joys the internal function to promote the development and life quality of lifelong learners in the com-munity, and the external derivative function to improve the social economic, political, and cultural development , as well as two special comprehensive services functions.And the government plays the leading role of providing a powerful guarantee for the realization of the function of community ed-ucation;community education resources should be fully developed to meet the needs of different res-idents; various types of learning clubs should be cultivated to inspire the community learners;and community learning brand can be made to build a rich learning atmosphere .
