城市轨道交通PPP项目回报机制的案例对比分析

摘要

Based on the practice experience at home and abroad,the paper indentifies four typical return mechanisms of urban rail transit PPP projects. And then,summarizes the design points of return mechanism for urban rail transit PPP project through the case study and comparison analysis,that is the government support, the sufficient passengerflow,the development of profit space,the reasonable profit sharing mechanism,and the completeness of matching policies and regulations,provides references for the descision maker to design and establishment of the return mechanism in urban rail transit PPP project.%本文结合国内外实践归纳梳理城市轨道交通项目四种典型的回报机制，基于案例对比分析总结城市轨道交通PPP项目回报机制的设计要点，即政府资本支持、客流量对项目收益的带动作用、拓展项目的盈利空间、合理的利益分配机制、以及相关政策法规配套的完备性，以期为决策者设计适合我国城市轨道交通PPP项目的回报机制提供参考。
