私人住房租赁市场(PRS)的国际经验与启示

摘要

分析发展私人住房租赁市场(PRS)的必要性,比较各国PRS发展程度存在的差异,总结不同国家的税收减免、提供补贴、金融支持等扶持政策,以及控租、租约保护及房屋质量和安全标准等监管制度.结合国内住房租赁市场现状,提出推动PRS发展的政策建议.%The paper analyzes the necessity of the development of private rental sector(PRS)in housing markets, compares the differences in the scales of PRS between these countries. Then,summarizes the supporting policies in different countries,such as taxation deduction,subsidies and finance support,and the regulations of PRS such as rent control,security of tenure,housing quality and safety standards. Last,combining with the current situation of the domestic rental housing market,puts forward some suggests to promote the development of Chinese PRS.
