特色小镇PPP模式物有所值(VFM)评价研究——以湖州特色小镇为例

摘要

基于物有所值评价方法评估PPP模式是否适用于特色小镇的建设,将定性评价与定量评价相结合,建立PPP模式下特色小镇的物有所值评价体系,并以湖州特色小镇为例论述项目的物有所值,为我国PPP项目建设的定性和定量评价提供参考.%This paper evaluates whether the PPP model is suitable for the construction of characteristic towns based on the value for money evaluation method,and combines the qualitative evaluation and quantitative evaluation to establish the evaluation system of value for money for the characteristic towns with PPP model. Taking Huzhou characteristic town as an example,discusses the value for money of the project,in order to provide reference for the qualitative and quantitative evaluation of PPP project in China.
