行政区冲突是我国大中城市面临的普遍问题.在对镇江区划调整历史回顾的基础上,对镇江市行政区碎化的类型、成因,以及由此引发的问题进行了实证研究.分析发现,镇江行政区碎化可大致分为自然界线分割型、历史遗留型、政治原因型和经济发展型四种类型,而且行政区碎化导致了区域协调难度加大、资源浪费严重,以及行政管理混乱等一系列问题.最后,从区划调整、空间规划和建立协调机制角度提出一些对策建议.%Most large and medium-sized cities of China are facing administrative conflicts. By surveying the adjustment of administrative demarcation of Zhenjiang City, this paper attempts to investigate the typology of administrative fragmentation, reasons behind it, and problems caused by it. It is argued that there are four types of fragmentations, namely, natural boundary-divided fragmentation, historical fragmentation, political fragmentation, and economic development-induced fragmentation, and. The fragmentation has caused many problems, including difficult regional coordination, resource waste, and disordered administration. The paper also provides some suggestions on the demarcation adjustment, spatial planning, and coordination mechanism.
