研究着眼于经济相对较为发达的苏南地区的乡村规划,选择常熟市的两个典型村庄作为研究对象,在问卷调研和现场访谈的基础上,考察和分析了村民对乡村规划的了解程度和途径、对乡村规划中政府作为的认知、对参与规划的意愿、对参与规划的内容和参与阶段的认知、对乡村规划实施的满意度表达等多方面要素,厘清了村民参与乡村规划的认知与意愿的主要现状特征,最后从组织构建、参与途径的疏通和参与能力的培养、参与过程的完善等角度提出了相应的政策建议,为未来乡村规划的村民参与方式、组织方式以及参与机制的构建提供了决策依据.%This study focused on the rural planning of the relatively developed area in South Jiangsu Province, and two villages of Changshu City were selected to conduct questionnaire surveys and face-to-face interviews. Based on surveys and interviews, this study mainly investigated and analyzed various factors, as following: villagers' understanding level of rural planning and understanding channels of rural planning, villagers' cognition of the power of government in rural planning, villagers' willingness expression of participating the rural planning, villagers' cognition on contents and stages of rural planning, and villagers' degree of satisfaction on implementation of planning. From the analysis, the main characters of villagers' cognition and willingness of participating in rural planning were clear. In a conclusion, some policy recommendations are brought out for establishing organizations, unblocking channels, training villagers' capacity, and perfecting participant process etc., which provided ascientific evidence for choosing participant ways andorganization forms, and establishing participationmechanism.
