Aiming at the special event "not undertake urban planning for three years" in the history of new China's urban planning, this paper analyzes the special background of the policy, its political, social and economic inducements, and the problems in urban planning. Then it discusses the impact of this event on new China's urban planning development and brings forward some rethinking.%围绕“三年不搞城市规划”这一新中国城市规划发展史上的重大特殊事件,分析了提出这一决策的时代背景,剖析了其政治、社会,经济诱因及城市规划工作自身所存在问题的影响,进而阐述了“三年不搞城市规划”对新中国城市规划发展的影响,并对这一历史事件进行了反思.
