This paper conducts a comparative analysis on the concept and connotation, the diversified categories and characteristics, the compilation thoughts, and the work focuses of three different types of planning - increment planning, inventory planning, and policy planning. Due to the relatively simple interest relationship, increment planning mainly focuses on spatial form design. Inventory planning focuses on dealing with complicated problems relating to the adjustment of existing interest. And policy planning is an essential supporting means for the above two types of planning implementation. According to the characteristics of these types of planning, three typical cases in Shenzhen are chosen to be introduced.%比较分析了增量规划、存量规划和政策规划三类不同规划的概念内涵、品种特征、编制思路和工作重点.增量规划由于面对的利益关系相对简单而以空间形态设计为重点,存量规划的重点是处理复杂的既存利益格局调整问题,政策规划则是上述两类规划实施必不可缺的支持手段.针对上述规划类型的特点,选取了深圳的三个典型案例进行了介绍.
