突发事件中公安微博的舆情引导

摘要

Micro-blog of public security organization with the features of interaction expressing and spreading communication has played important function in public opinion guidance in answer to incidents, guiding public opinion on the net, and supplying police affairs service. Although it has some advantage in communication and public opinion guidance, there are lots of unfavorable factors restricting its development. Therefore, to enhance its value, the authors suggest to construct its inner running mechanism and outside system insurance, that are strengthen law and regulation making up about micro-blog of public security organization to enhancing the abilitiets of answering to incidents, social management and service people ,such as set up responsibility accountable system, performance evaluation system, authentication and normal management mechanism, advocate modularized and transparent running consciousness, establishing the public opinion guidance position as the leaders.%公安微博以其互动式表达、扩散性传播的特点，在应对突发事件、引导网络舆情、提供警务服务等方面，显示出重要的舆论生态调节作用。在肯定公安微博传播优势和舆论引导功能的同时，仍存在诸多不利因素制约其功能的拓展。因此，要提升公安微博舆论宏观调控价值，需要其内在运作机制和外在制度保障上的再构建，即加强公安微博法规建设。建立由问责制度、绩效考评制度、认证机制和常态化管理机制构成的一体化制度保障，倡导公安微博模块化、透明化的经营意识，真正树立起“意见领袖”的舆情引导地位，不断提高网络时代应对突发事、社会管理创新、服务人民群众的能力和水平。
