台湾地区促进私立高等教育健康发展的政策经验及启示

摘要

Education policy is the main means of government control and the development of education , which fundamentally determines the school development and health .The private higher education in Taiwan can maintain good development , and the scientific and rational system of private higher education policy is the important guaran-tee.The policy experience contains: rule of law, building perfect regulations of private higher education system;keeping the appropriateness of private higher education policy based on the changes ;the establishment of stable and flexible public finance subsidy system; protecting the private college teachers ’ treatment and rights;pursuing of quality,strengthening the private higher education quality supervision .Learning from the policy experience of Tai-wan has important significance for the private higher education reform for the mainland of China .%教育政策是政府控制和发展教育事业的主要手段，根本上决定着学校发展的方式及健康水平。台湾地区私立高等教育能保持较好发展，科学而合理的私立高等教育政策体系是其重要保障。其政策经验是：依法治教，构建完善的私立高等教育法规体系；因应变化，保持私立高等教育政策的适切性；建立稳定而灵活的公共财政资助体系；大力保障私立高校教师的待遇和权利；追求品质，重视对私立高等教育质量督导。学习和借鉴台湾地区私立高等教育政策经验，对推动当前大陆民办高等教育改革具有重要的参考意义。
