平衡治理与和谐控制：社会管理创新的新视角

摘要

The paper believes many problems be solved with new ideas and methods if social management innovation is dealt with from the perspective of balanced governing and harmonious controlling. We need to base on the requirement of the balance theory of public policy, to give full play of the balancing function of public theory, to solve or weaken all kinds of social conflicts and to coordinate all kinds of social benefit relations and benefit disputes, and base on the formulation, promulgation and im- plementation of public policy to ensure the social justice, harmony and stability. Meanwhile, concerning about the people＇ s livelihood, we need to respect the subject status of social members, combine the idea of ＂harmony＂ and the theory of ＂con- trol＂, act as people - oriented, and, by means of building a service - oriented government, incorporate the aim of the gov- ernment with that of the society and the social members, so as to finally creat the harmony and consistency. This controlling method is called as harmonious controlling.%如果从＂平衡治理＂与＂和谐控制＂两个视角来看待社会管理创新问题,许多问题的解决可能会有新的思路和新的方法。要按公共政策平衡理论的要求,充分发挥公共政策的平衡功能,化解或减弱各种社会矛盾、协调各种社会利益关系和利益纠纷。同时,在充分关注民生的基础上,尊重社会成员的主体地位,运用＂和谐＂理念和＂控制＂理论相结合的方法,讲究以人为本,通过建设服务型政府,对政府目标、社会目标、社会成员的目标进行整合,从而使之趋于和谐一致,实行和谐控制。
