医疗救助对象对基本药物政策的认知与评价分析

摘要

Objective:To investigate the cognition and evaluation of essential drug policy among medical assistance objects and its influencing factors,thus to provide the basis for policy optimization.Method:With multi stage stratified random sampling method,a questionnaire survey was conducted among 1518 households selected from five cities in Shandong province,of which 252 are medical assistance objects.ResultS:Medical assistance objects'drug expenses accounted for 48.96％ of medical expenses,and their family enjoyed a subsidy of 1066.45 Yuan per year.The awareness rate of essential drug policy was 39.3％ and only 8.7％ knew drug zero-profit policy.The evaluation score of essential drug was more than 3,the changes of medical staff's behavior and evaluation of their own medical benefits caused by the policy were less than 3,and the overall satisfactionevaluation policy was about 4.Conclusion:Medical assistance objects'drug expenditure is heavier;the awareness rate of essential drug policy is low and they have high evaluation about essential drugs.Improving the behavior of medical institutions and expanding medical assistance'benefit is the key to perfecting essential drug policy.%目的 了解山东省医疗救助对象对基本药物政策的认知与评价,并探究其影响因素,以期为政策优化提供依据.方法 采用多阶段分层随机抽样方法,从山东省5个市抽取1518户居民进行问卷调查,其中252名为医疗救助对象.结果 医疗救助对象的药品费用支出占医药费用的48.96％,家庭每年享受补助为1066.45元.医疗救助对象基本药物政策知晓率为39.3％,对药品零差价政策有所了解的只有8.7％.医疗救助对象对基本药物评价得分高于3分,对政策带来的医务人员行为改变和自身就医受益评价得分均低于3分,政策总体满意度评价得分约为4分.结论 医疗救助对象药品支出负担较重,对基本药物政策的知晓率较低,对基本药物评价较高,改善医疗机构的行为、扩大救助对象的受益程度是当前基本药物政策需完善的关键.
