基于医务人员视角的公立医院多元监管策略与路径分析

摘要

目的：了解公立医院医务人员对多元监管的感知评价状况，为实现更有效的多元监管提供策略和路径分析。方法采用现场问卷调查的方法，对11家全国试点改革公立医院的295名医务人员进行调查，并对结果进行描述性分析和卡方检验。结果大多数医务人员认为有必要加强多元监管；医务人员对于多元监管在医疗纠纷处理方面的效果最不满意；在不同的监管层面，不同监管主体的有效性不同。结论目前医务人员对多元监管的感知评价总体较好，但在监管组织认可度、有效性等方面存在不足。%Objectives To investigate the perception and evaluation of medical personnel in public hospital on multi-regulation aiming at exploring the Strategy and Pathway of Multi-regulation on Public Hospital.Methods A questionnaire survey was conducted among 295 medical personnel of 1 1 pilot hospitals under public hospital reform. Results Most of the medical personnel thought it was necessary to enhance the multi-regulation.Medical personnel were most unsatisfied with the multi-regulation in medical dispute treatment.Regulator's effectiveness varied in reg-ulatory contents.Conclusions Medical personnel have good perception and evaluation for the multi-regulation over-all,while there exist many problems in reference to regulator's recognition and effectiveness.
