关于加强以社区卫生服务为基础的初级卫生保健的探讨

摘要

Based on literature review of the status and the existing problems of community-based primary care in China,the paper put forward some corresponding countermeasures and suggestions,such as improving the level and competitiveness of general practitioners,increasing investments to public health and primary health care and keeping its sustainability,establishing the two-way referral system,and so on.We expect to solve the problems of"difficult medical services and expensive medical cost",optimizing the allocation of health resource,and realizing the func-tions and effects of primary health care.%通过文献回顾研究我国以社区为基础的初级卫生保健现状及存在的问题，提出相应的对策及建议，即提高全科医生的水平与竞争力、加大对公共卫生与初级卫生保健的投入，并保持其可持续性、建立双向转诊制度等，期望能够解决“看病贵、看病难”问题，优化卫生资源配置，实现初级卫生保健的功能与作用。
