China is peacefully rising, and becomes more and more important in the world. Nations in the world want not only physical products but also culture and values from China. Traditional Chinese Medicine, which is a part of traditional Chinese culture, has got a new developmental opportunity. This article discussed several theory questions about the inheritance and development of Traditional Chinese Medicine in the aspects of cultural, attribute and development process. It is proposed that the traditional Chinese culture is the soil of Traditional Chinese Medicine development. The humanities attribute of Traditional Chinese Medicine theory causes it to surpass the modern medicine category. It is simultaneously proposed that inheritance's fit and unfit quality of Traditional Chinese Medicine decides the innovation breadth and depth. The author dissertated geographical characteristics of the inheritance and development of Traditional Chinese Medicine, and expounded the evolution process in the inheritance and development. Namely it must experience the four stages, I. E. The breeding time, the sowing time, the growth period and the harvesting time.%随着中国的和平崛起,中国在世界上的地位越来越重要,世界各国对中国的期待也在不断升温.全球化背景下的中西文化交流更加频繁,中国要输出的不仅是物质产品,更需要输出的是文化和价值观.与中国传统文化密不可分的中医药也迎来了传承与发展的新机遇.本文从文化、属性、发展进程的角度探讨了中医药传承与发展中的几个理论问题,提出中华民族传统文化是中医药发展的土壤,对中医传承的优劣决定了创新的广度和深度；进一步提出中医理论的人文属性使其超出了现代医学范畴；文中还论述了中医药传承与发展的地缘性特点,并且阐明了传承与发展的渐进过程.
